Mining ships should have multiple hardpoints and massive cargo space; only an idiot would design one any other way. Restrict them to 0,0 if you're worried about Empire belts being stripped out.

Just give Industrials the ability to mount multiple mining lasers and be done with it. Arguments about AFK mining are bogus; how long will it take to fill a bestower fitted thus; 10 minutes? 15? Hardly afk stuff is it? Better this than seeing comb...
